It took place between the month of July through January this year our audit always begins with the preliminary phase which is when we performed inquiries of changes that are ongoing at the district whether they be large construction projects issuances about standing desk larger unusual transactions or more most important changes to personnel with two big ones taking place this year as Elsa in the Richard Ella and John Hallberg tire replaced by Dodie. me and Tina Kelly so that is one of the most important things that took place during preliminary phase was getting them up to speed with the audit of how to look like a deliverable and overall expectation what was going to go out in this year with this year's audit then we move into the field work phase which took place between August through November of this year or carried a little bit into December as well but I'll get it that a little bit later this is where the field work days will we perform our substantive detail testing analytical procedures and we are going to do that diving into besides disgusting we're confirming the district Revenue sources to make sure the hoses that are going to be on the district's financial statements are accurately reported and that there are no adjustments need to be made to those balances to ensure that any of the stakeholders have a knack and clear depiction of the district's financial statements the last phase of the process of the wrap-up phase and that took place between December and January of this year that is where we're looking to obtain any outstanding request weird having the financial statements and the district's annual Financial reports that gets admitted to is be and we're also just making sure you're working with the district and their team to make sure that you know the balance is there's nothing missing that the reviews are taking place the financials for a man's inside and our side and just to make sure that when we when those financial statements or issue everything is accurate and that there's no no adjustments being required or any errors being presented that's with an overall player overall picture of our process when it gets into the district's financials this year the District when you look at the financial statements there is any business three to four main parts depending on how you want to break it down there is the Management's discussion and Analysis then I'll come right at the front section of the financial this is really just a few pages that give you a real high-level overview of the disrespect ansel's then there are two sets of financial statements there is one that's called the government-wide financial statements this is what the president much more overall long-term Outlook or long-term view of the disrespect Angel conditions in the reason for not pension liabilities other po toilet liabilities Capital assets are all brought onto the district balance sheet and then there's What's called the fun financial statements this is where those is going to give you more of a 1 year in cat location of how the district performed at a given year and the reason for the Dual reporting is just a government auditing standards and the requirements that they're in so then those app that follow the footnotes to the financial statements is going to provide you much more in-depth detail into the various transaction that the district enters into it also provide a background of the district accounting policies summary of their basis of accounting provide you playing and said in-depth detail into things such as the district's pension liabilities other post-employment benefit outstanding debt to name a few if you're ever trying to fall asleep at night I suggest that's where where you at I can quit the Warriors game 7. but that broke provided free provide a couple highlights of the district's Financial condition for the year when it comes to the government-wide financial statements the district reported an eight point 5 million-dollar gain or increase to their net position for the year there was but then when you flip over a couple pages to the fund financial statements you'll notice that the district reported approximately 2 million-dollar lost on the governmental funds and the reason for the difference between the two is really just timing of expenditures you'll notice that they're on the fun financial statements about 8.8 million hours of capital outlay report on the fund financial statements will those capital outlay expenditure are reconciled and eliminated on the government-wide financial statements because those are capital assets that will be depreciated over time other batters that works resulting in that deficit or decrease two bundles is that the district paid about $19 paid down principal on outfit and Dad about two million dollars in a given in the Years well so really it just comes down to the district of the timing of those expenditures and how they get reported as to why there was a lot but at the end of the day at the end of the day the district general fund fund balance was over 70 billion dollars with only 6 months of Reserves at the at the end of the year for the general fund so that the governor Finance the word he recommends approximately two months if unassigned fund balance within the general fund so that just shows that another you know wages for Tempe District and overall Financial a strong financial this year one of the other one cause for Save the delays of the ottegan issued in January rather and then November time frame November December time frame that we normally shoot for the district implemented to difference accounting standards and that be accounting for Gatsby 87 which pertains to the treatment of leases on the district balance sheet and also the elimination of Gatsby standard 96 which has to do with the treatment of service Base ITT arrangements and what those are really do as those are your leases are now just being treated there used to be the distinguished between operating and capital leases now the treatment is just you have leases and they're going to get put on the balance sheet and the with 96 is with those it service agreements will be thinking of tile Technologies or no rat king those multi-year service-based IT contract will those are also coming on to the district balance sheet for the year depending on material a Sandpoint I believe was 96 they were small enough where it was deemed to be in materials and none of the balance is got brought onto the district balance sheet and then with 887 there was really only one material Lee to be reported but we went to light it up passing on the audit adjustment had to do mainly because it was just the copier leases so from an overall growth of its balance sheet and the way the district operate it didn't make much sense to go ahead and bring that on the balance sheet at think with it only happened in the two years I think I found the deal so that's one when that new one is signed is when it'll get their beliefs will get picked up what other piece of Gatsby 87 and 96 is that there was what you'll see is what's called a finance purchase agreement and that has to do with the district the agreement that was currency with apple and iPads that were purchased throughout the district so that was approximately a million dollars for the year but then when it comes to other highlights from the most importantly we get moved to the district's audit opinion the district be issued a unmodified opinion on the district's financial statement is the best opinion we can provide it means that we had known there is no material adjustments or material the statement that we identify in there that we identified during the audit statements are accurate for Senate the next piece to go over is the district's single audit this year the district had approximately $11 of federal expenditures and we tested and because of that and the breakdown of those Federal we tested to what are called to major programs and that has to do with the money spent the money received and spent through the the government after an DARPA program and then also that the Child Nutrition cluster alarm which is your national school lunch and breakfast program so with that we will be issued we also issued on modified opinions on when it comes to compliance and control over those programs the last piece to get into from a financial highlights and point is the district is VA a bar score which was a 3.65 and the really the only thing which is a sort of recognition and the only thing bringing you down from that 4.0 was just merely because of those governmental funds reporting a loss in the given year because I believe the forget it get the perfect 4.0 score your revenues need you with Steve Spencer that wants 83 by 3% or more maybe five can't remember the exact figure but overall I mean the recognition score I mean there's a billion dollars for the general fund the last thing to go over with you is just a few required Communications to the board and that is that from the letter that we issued in May of 2023 there was no changes to our overall plan timing in dope or the identified significant significant risk of the audit the district has a few significant accounting estimates those being the district self-insurance liabilities depreciation the last couple hours run collectible property taxes other post-employment benefit liabilities and the district as I mentioned earlier there was one past adjustment and that what a passing judgment is just that it's small enough for the district overall Financial it's enough to be brought to your attention but it's small enough where we don't team at the VM at Ariel misstatement by excluding it from the balance sheet Robin that was a in the reason the main reason for that is just because of the offsetting nature of Gatsby 87 + 96 is that when you pick up the assets from from at least you're being offset by a liability so even though there is still the district down the passage awesome it was a passenger estimate of 359000 of assets a $366,000 of liabilities and $7,000 in Spencer over what times do the Madden where there was no audit audit we did not report on any audit adjustment other than those that we record as an audit services service
