it's Monday Monday July 13th once the 20 and the July board meeting is on Monday July 13th 20 Auntie at 6:30 p.m. and will be held in a large conference room public is invited but will be limited to 50% capacity of the room this meeting will also be held personally the current covid-19 crisis you may attend the meeting virtually through Zoom meeting ID and password and comments can be submitted in writing to Karen turn Hill at Community High School District 218. Org agenda item called comments from the public related to the meeting agenda items thank you for your cooperation and matter so I am calling this meeting to order and I would ask Miss Hill to do a roll call please mr. K's I am present mr. Christian cats Mister Heuser sinister stokis okay we have a full board we have a quorum and agenda item number three is Pledge of Allegiance and I would ask if you would please play better home to the fact that we are not on the agenda item from the public related to the meeting agenda items are there any comments from the public related to the meeting agenda items during none brings us time to agenda item number 5 report numbers opportunity to respond to the public and board member, any of the board I do it if I may score of the Hudson I just want to shout outs up to two or three schools getting some graduation done for our seniors since they've been you know didn't have any opportunity to do anything as far as senior senior stuff goes prom and opportunity I rich and they did a fantastic job and nothing but praise from the parents so hats off to Mike Jacobson Professor Griggs and they're doing a great job also participated in the Eisenhower graduation cancel very please like you said please and it was just their money and I like how all of them difference but they did the same thing and it was that they were able to walk across the stage and so they they have hemorrhoids mr. president can I just interrupt you know anybody at the meeting we're going to ask you to please mute your computer device or getting a lot of feedback from a lot of different households so if you could please mute your computer device thank you dr. evening agenda item number eight is reports to the superintendent 8 a.m. 20 20 21 return to school this is up for discussion so I would probably I'm sure the superintendent probably going to reduce the so what are you sir I thank you mister cuz I was Keith return to school we are and been meeting for weeks now not only internally and the district but outside of take this well with our neighboring Suburban High School Districts and the elementary districts to determine the best plan and as I'm sure everybody that's on this Zoom board meeting in a test this is a Every Chain rapidly moving Target everyday it seems that things changed most recently for the worse not for the better at most recently so we did have a meeting today with another meeting with our house with our principles and Associates principles of C superintendent's we had a couple of board representatives there we had some couple of our union leaders the president of the teachers union and another officer at a couple of our curriculum directors scuse me up something keeps trying to get in here so here's where at today okay and I wish this was firm I wish I could say this is what we're doing and everybody you know that you really want some answers have some answers here but we don't feel like we can do that today right now we've been cleaning for a blended model and in a blended model 50% of our kids would come to school on a particular day let's call that group a they might come on a Monday and Ruby would stay home and that allows us to do the social distancing parameters and kind of the safety guidelines that we've been given from the state in such as the model we were looking at it on Monday or example on Thursday Ruby on Tuesday and Friday and Wednesday in the middle of the week would be a remote learning day which would allow several things to happen some of our kids to get additional help some of our staff to do some professional development and also have an opportunity play kids coming out for just not only academic help with social emotional help and also looking at a deeper clean of the building looking at maybe trying to do that twice a week on a Wednesday perhaps and a Saturday okay met today and you can feel the apprehension in the room and I mean from everywhere this is a we said several times 50% of the people want their kids to come back to school right away 50% it seems like a very nervous about this and if the world were in that 50% wants people to wear masks 50% don't want people to wear a mask so we're really struggling with the guidelines from the state the federal government is starting to get involved we really do take our marks marching orders from the state because of who runs the educational system in Illinois as much as we can but I'll be honest with you have to make a firm decision because things seem to be changing everyday okay and we all week I would have told you I think we're full in we want to go Blended and you know we're going to do this and if things get worse will pull back up an hour and also entertaining the possibility of starting remotely and then kind of segueing into a blended world or the possibility that we would at least take a couple of weeks for me and I forgot the principles coming over tomorrow morning to discuss this a little bit further after today's meeting but we may have been everything this idea of starting slowly with a remote Approach at least for a couple of weeks 2 or 3 weeks and see how things play out out there and then make a decision whether to Segway again to the Blended world or to stay and remote it really is and I know everybody wants answers anxiety is high on this isn't a week or two ago I'd be sitting here today telling you know we kind of changed our mind what we decided we're going to do with yourself we are trying to emphasize safety right now what's the safest way possible and how do we keep our students safe and how do we keep our staff safe in the families that are connected those people and that's our priority but right behind that is education and how do we educate our kids if we do go to a remote world we don't want to go to a remote world like we had at the end of the year remember in the spring when things were suddenly thrust upon us and we had to figure out what was the best way to keep kids connected and no grades to go down last played in so right now we are in a pattern in which we are leaning toward a blended World we've got something set up for it but there's lots of questions and we have a lot of people scared and we set out at we did get I sent out a survey to the commute I think we had over almost 3,000 responses to that survey and again people are all over the place people want their kids to go back to school but people have concern okay we also did a survey today to the faculty and we have not is all of the feedback from that yet just kind of see where is our staff on this the only other thing I guess I can say right now is that I do meet regularly with all of the area schools we are all in the in place. The other maybe summer school that says this is what we're doing no matter what but we're all in the same place right now and all of us are really look into the next one to two weeks a kind of solidify in a plan I mean we are mud we are one month away right now from school as soon as I'm sorry if we do go to the Blended Model A we would start the school that it would be a 10 to 315 model we don't know there's going to be at the Lennox or not last I used to say that oversees athletic Skyline in a single day 24 hour. Change their guidelines three different time after speaking with the State Illinois Department of Public Health and is beyond the state superintendent so it's a mess if it really is it's a mess right now and that's why we started to feel after today's meeting you could just feel it in the air but maybe it makes some sense of your little prune here in slow down as much as possible and energy portal in the water here and get a start here and then decide whether to dive in or not but that's where we're at we're meeting next week next Tuesday will be out in that we've got lots of little subcommittees are working on their various areas the next Tuesday work come together and see if we can really push this ball forward in terms of exactly where we're going and how we're going to structure this lots of plans in place but I guess right now we've been hesitating on making something super sad because we're looking for something to firm up and maybe it's not going to do that night oh Carol was there today in Selah if you guys want to throw anything in or any of the other administrators certainly feel free to do so I have a question sure you can hear me so if we go Blended the safe that happens that scenario happens and Mom and Dad or whoever the student does not want to come to the school because it feels that it is not a safe environment to be in with mask without a mask or whatever I'm sure we're going to ask for would that student wood participating remote oh okay so would that student be harmed academically if they choose not to go to school and have a remote choice we are definitely going to provide a remote option for students and families absolutely could we argue that maybe if you're in the class it's going to be a more effective you know education yeah we could probably argue that but we're going to try to make our remote approach you know as equality as we possibly but we will absolutely have an option we we get we're living in the real world we know that some people do not want to send their students cause I said there was quite as if I doubt they're going to say we have maybe sixty to sixty-five 70% said that they either want that you were very strongly wanted their child to return to school but 30% in a wavering or or not wanting that that's a pretty significant number as well so yes we get our plans we will address the remote student wheat we probably would make that student make a commitment Disney Randy got bumped out here probably making commitments whether that's a you know a 9 or 10 week commitment or an entire set master we don't want kids going in and out remote you know one day going to come to school one day they're going to go remote would rather have them decide so we effectively balance classrooms and teachers know exactly who they're teaching and what students are going to be there on certain days but absolutely that would be an option for students to go remote if they wish to do so okay I I kind of figured that but I wanted it to be clear and I can understand both sides of the equation some they want to send somebody and as some people would not want to and I One More the question of follow-up is certified which would be teachers or anybody else that's an employee of the district and is it a choice for them or is it essential that they come to work or can they still teach you learning or how does that is there Hazard pay within the collective bargaining agreements also so we're looking at teachers as essential workers and we need to educate our kids we have had a couple of request to be remote and if we can accommodate that somehow we certainly will but we got to we got to run classes and we've got two more example a teacher that wants to stay home and eat remotely and we're in school those kids are going to go to my classroom we need somebody in that classroom to supervise those kids so that's a challenge for us and there are options in elderly options like FMLA that the fact that gives people much more flexibility and being able to stop out and teach from home if if necessary so we're hopeful we can do that but it's complicated you know if we have 30 people want to do that or 40 people do that are a hundred or so we're all wrestling that again all the districts are wrestling with that right now this is just a mess I don't know what house say it is just a big big mess that planet Earth is going through right now so we're going to do the best we can and once we know exactly what we're dealing with and what the numbers are and we should know that the next week here to 10 days call those are good answers cuz we're really trying to be everything to everybody and we've always tried to do that with into 80 but in some instances people may have health issues or something like that and you know quarantine in their house most of the time or stay in the house most of the time and don't go out in public and and this is just another situation. arise with people is going back to school or not or whatever so I think you answered the questions very appropriately and as you said I believe time will tell so I'm done with my questions for the summer would you please answer health issues are certainly going to you know I'll be prominent we're not going to ignore certain health issues and verified issues of students and or scalp that you have health issues work we required by the law and just as morally good human beings we're going to make sure we adhere to those requests but that's part of the mess when you don't masks are required in the guidelines and certainly we're going to ensure that people wear masks I know that upset some people but there's also some students can ask if they have a medical clearance of some sort and then create issues to we got a lot of issues coming up here but we're all in this together a school district is dealing with this every every student every parents every administrator teacher board member app where do the best we can and try to keep everybody safe and try to get our kids educated and just see where this a virus leaves up for the most part dr. I could see the the Straz Center on your shoulders on a second I was a very difficult and I think we also have to realize that we have to have faith and try our best and make everyone happy there's a lot of unknowns and I know I am trusting you in the administration to make these tough and difficult decisions and realize they may change as the virus but I like the balanced approach to give parents the opportunity to send their children to school if they want since the virus affecting children that's known issue with them we have staff members that are older and more vulnerable so it's at the top Balancing Act and like I said the virus is going to going to change so I I have faith in with all the different contingencies and knowing that you can't make a decision yet because this could change in a couple days just like what you said the ihsa just going to keep going forward but I want you to know and do I have no support but all the decisions you're making so keep up the good work and try not to him you know we we we are at least I have faith New Mexico board that's too I got to see it in your eyes it's very very stressful so thank you for what you're doing thank you in and I should mention Athletics since I brought that up you don't right now we're taking a leave for Nags I say there are certain things we were disturbed by a couple of weeks ago that seem to have been rectified a little bit in terms of student safety and we're going to plan like there's going to be at the Lennox but we know that it's possible that there won't be but we need to plan as though they may occur and we're going to try to prepared for that but that creates some challenges for us as well here and we're still going to focus on the academic first and we need to pull that off and then if we can accommodate Athletics will certainly do so we would love to do so but we need our kids admitted it only makes sense to us that we have a certain set of rules within the school building that there need to be similar set of rules outside on the athletic fields because those kids then come into our building get on our bus sit next to the students in athletics so we just want to make sure that that that's also a safe you know Pathways your summer athletic make a lot of sense there's a lot of social justice is already in the others don't make as much sense because there's no so we'll see where it leads us here and we really do hope we know we need to push forward here as they send the next week to 10 days here where we just have to pick a path and we've got to stay on it until we until we don't have some more to come in I was really hopeful that we would have a little bit more structure plan for you tonight but after today's meeting you can just feel it in the air we decide you know it's pull back a little bit and make sure we get this right. back to the question I said a question about that I know what the NC double a certain conferences the big-time Pac-12 I believe the ACC to they're looking at going to non-conference only schedules and then I file an NCAA exactly is it possible to conferences with with with an ihsa are discus I know they can't go have looser rules in ihsa but they could definitely have more stringent rule this is there any certain conferences but we're only three weeks from Monday start of a football camp starting off so I'm just curious if there's any talk about that or is basically what the ihsa size that's kind of what everyone's going to do I mean I have some private conference different things in public schools I mean basically yes our conference specifically the South Suburban Conference we talked a couple times a week and I'm on a constant text with them so we have not you know taking a Blood Oath that we're all going to do the same thing but but yeah we've discussed that quite often then we're going to try to hang it all going to jump over the cliff together holding hands is something we're going to try to do so we've had a lot of issues with the ihsa in fact we were really poking the ihsa because of the incongruence with the guidelines that they had compared to is B and we feel like we for some changes with them some of our complaints so we are United at least with conference we also talked with them just for 2:30 gym gay from District 230 as well he joins our meeting sometime so we're all picking each other's brains and trying to take a similar approach to the stop as much as possible I know the NCAA was saying if there's no if your if your school is doing a fully remote then you're not going to have a lot of because how do you bring students on campus you know if the Play Store so it's not safe them to come on campus to play Arctic to go to school and do their academics I'm the biggest the biggest Sports in or around but you know if it's if that's what they do at the college level on kind of wondering if that's something I want to know it's hard to say we're going to go we do oh honey remote number having no football practices that doesn't seem to line up you know like wake me up at the question yes you may I know and understand that ihsa keeps changing their standpoint but if they pay for cargo and the child for help reason or other reasons I guess for that matter is doing the e-learning option it are they going to be Liza far as their sport goes nobody would be penalized if we had Athletics and a student chose to stay remote or to stay home and from home that student would be allowed to participate so we're no we're not trying to hurt anybody but of course we would have to have a lettuce up and running at you know and everybody agree in that right yeah I know that old constantly change I just know from the school Sandpoint how that would go thank you very much you're welcome just to see our discussion for a few minutes on this item is bringing so many different aspects that it's so complex and very hard to come up with a solution so I again as mr. Toca said many of the board members in Sheffield the same thank you for all the time that you've put putting into this and trying to figure out the situation and do it correctly so I reckon they're still going to be if they'll still be changing I think you're absolutely right and sold as a vaccine is there any other answer my question is there any school that has any specific limitations or need that would prevent you from coming up you and the administrators coming up with a General plant you know cohesive plan by using one of our high schools one of the two schools yes no population any cancel that goes on at one school versus another would there be any restrictions that would cause further problems no I don't think so there are some unique characteristics that are different schools that could play some additional challenges that we know that the virus for example right now is hitting minority families at a much higher rate so that's certainly a consideration we would have internet access that sort of stuff is that we think it actually got a pretty good job attacking that we've installed some hot spots to make people be able to plug in more we surveyed students from families we think we're in a pretty good place there Sono Cindy I don't think there is anything specifically would say you know what the school was really problematic we can't open here but we can this there the other two were looking them all together here the challenges are Universal across the board I do want to say we appreciate everybody's patients I know this is hard not only for the board but I know he's got a lot of people from the Publix year we appreciate your patience and we're going to make it these decisions like are kids that are going to the school and that's important to us and we're not all going to agree and so we just wait we have to do what we think is best and what's the right thing to do here and that's what we're trying to do and more Thai we bought the more things we with the more we learn about the virus no more we learn if things are getting better or they're getting worse at the delay is our friend even though it's driving us insane because we wanted structured we want to know what we're doing we want to ask for we want to reduce anxiety right now it is what it is and we will times, now we got to make a decision and we're just going to push for it here but we just need a little bit more time I think science things out Spanish attending the meeting today as a board member and I was there too I really do think that the staff involved in making the decisions are being very thoughtful and very nice. don't want to just rush into it and make a decision without considering all these different factors about staff and students in different classes you know maybe not a one-size-fits-all type of protist going through all that and making sure we're covering everything in that rushing into a decision is the best way to do it and you could really see everything but hopefully we'll have the best of answers even though it's not going to be perfect thank you Cheryl everybody at the Children's best interest in trying to make sure that this is something that's going to work and it's going to be beneficial for everybody so I felt the passion in the room it's a lot of factors and it's not going to be able to overnight at least all but you know coming up with different solutions in different ways of handling it and more than one plan and another Back-up Plan and another backup Administration you get audited the curriculum I love hearing I'm just between us and exactly what it is that they're doing and why they're doing it and in the reasons behind it so outcome is going to be greatly for the district itself text Sheila okay so was a lot of attendees at that meeting time 20 people I think I found the union representation board Temptation our curriculum directors and then are our top leaders a principles and Associates assistant superintendent okay was anybody from the public invited to the needy no just a board member says representative okay okay okay okay I'm sorry 3,000 responses we've also done I should have mentioned Johnson Stewart met with focus groups that over 40 teacher is representing picking their brain and getting some feedback from them as well and we have some experiments going on in summer school with some of the virtual learning and some of the remote stopping what you're trying to learn what's were what is it working for at leave this summer it's it's a very again I don't want to beat a dead horse but it is definitely a very situation that we're in a difficult decisions to be made I think we're done with the questioning and I'm coming anybody else okay we'll move on to agenda item number 9 which is new business 9 a.m. is recommendation bid 1483 exterior masonry wall repair a tizen our school is an action item so I need a motion to bring it to the floor please so we have a first and
