Jeff good evening everyone take it off Jeff let's try this again George I mean audit partner with Irish and we got Jeff just sleep with me as well as the audit manager are our names ordered the invite here so we're showing up here on the hill so so much sweeter than with you tonight thank you for having us you can hear me okay so are our of our time he was really just to go through the results of the audit for a June 30th 2020 obviously unusual year this year trying trying times and trying a process go through with the audit but pleased to be here to report that so we did get through the process we did work well with management weworkremotely the entire audit and coordinated on site. when necessary but we need to secure secure SharePoint site or clapboard sight word formation was provided to us electronically we had a number of virtual causing in Phoenix consistent communication with management throughout the process so from an audit procedure and process standpoint similar approach that we've had in the past just different tools that were used for from a communication standpoint what's up we did kick off the process here back in July with planning with management similar approach systems documentation understanding the significant transactions I close an account balances of the districts where we're going to focus our attention of Performing tests that controls around no significant transaction Cycles payroll disbursements and receipts understanding of how those are flowing where those controls are in intestine those controls not have any issues of internal control deficiencies that were Notre Dame report on we also perform during our preliminary fieldwork confirmations with third parties verifying a financial balances women are in a little coat review board minutes all around our audit approach risk assessment and an assessment of the otter Pro Shogun proceed with our final field work was pretty fluid we started back in September and off and on as as as we can get information and coordinate the information through November but overall the process while a little more delayed this year due to the circumstances or very fluid and and a very smooth appreciate you know I'll be follow-up in and responsiveness of your your Finance team they're so without that we wouldn't be here today you're presenting the the results of the audit so again process went smoothly I'll kick it to Jeff Jeff will cover the two documents he has in front of you Jekyll cover the annual financial report with some highlights and then I'll touch on the single audit report after Jeff gets throughout the as we're going through please happen with any questions you may have St John's well child in front of you today is a draft of the financial statements and the single the district single audit the first item to go over is the draft of the financial statements on financial statements distinguishing traits is just really the different basis of accounting and how things are treated recorded the government-wide financials are more of a long-term overall view of the district while the fun financials are more of a recap how the district performed in the current year as you flip through the financial statements the first thing that you'll see on Page in pages one into other report and that is our audit opinion listen during the fiscal year 2010 will be will be issuing an unmodified opinion on the financial statements and what that means is that we have we did not identify any material misstatement Sandy fraud or have any concerns regarding the financial information as a whole so that that isn't what it said on modified opinion that's the best top level or top to your opinion level that we issue movie continue to flip through the financial statements changes 3 3 through 10 is the management discussion and Analysis section and what this does is a really good brief summary of your year-over-year changes to highlight and highlights of how the district operated in the current year we move on to the government-wide financial statements which is on pages 11 through 13 and what I said as I said earlier that this is really the kind of overall picture of how this how the district is performing because these three financial statements ring on do your balance sheet your long-term debt your pension liabilities opad liabilities Capital assets and things of that nature that you won't find on the financial statements when we look at a highlight for the current year on the governor Wi-Fi if there is no need that issuance has and you have had made a 1.7 million dollar principal payment so your overall outstanding your overall debt liabilities decreased by approximately 1.2 billion dollars in the current year on pages 14 through 16 is a fun financial statements and as I've mentioned this is really your general operating your general operating and how you perform during the fiscal year in this year 2020 the general fund was your considered to be your only major fun while all the other funds are grouped together under that aggregate non-major category one thing note is that in fiscal year 2020 the general fund reported a 60 million dollar decrease in its general fund balance for 6:30 2020 and mostly most of this is due to at eleven point seven billion dollar transfer from the working cash fund over to Capital project this is something that has budgeted for and known for prior to the start of the Year while the other other cause of that decreasing fund balances most navigate to the timing of property tax distributions in Cook County allowed for delayed payment which also interned delayed distributions to the district is also if you go to the go to the back pages you'll see from a budget actual standpoint that that budget actual variance for your property tax balances when we move on to Pages 20 through 50 these are the notes to the financial statements and what this really does it gets into more detail of some of those financial statement line items are far more detail into say your pension liabilities opad liabilities are capital assets and things of that nature although you don't have it in front of you today the last piece that I'd want to go over is that when we submit the annual financial report it will be report if you guys receive the score of recognition which is I believe the second right around the top tier of the AR fire scoring system so that's all good and well and there's no issues there and let's kick it back over to John to discuss the the single audit status picture of the the key points on the financial statements is with with covid-19 pronouncement that was issued which do you prefer the number of the new accounting pronouncements Gatsby 87 and Gatsby 84 of what we'll see those in the future but really no changes from an accounting policy and food stamp point but obviously some some impacts there in the current year but overall the district district Financial profile still recognition witches desired profile school list for 4th District in the audit financial statements the highest level of assurance that we could issue is an unmodified opinion which are we have obviously done in the past look forward to continue doing the testing over the federal expenditures of federal Awards District receives about 5.6 million dollars of federal expenditures that the district has based on a covered structural pest to program this year special education cost her and the Child Nutrition cluster we did not have any compliance findings or control plants related to our testing what's the wrapping up a little bit of testing around the special education cluster but as of this point no findings or or questions Passover program. Clean opinion on internal control over the financial statements science with the major program settle the report that you have with you the last piece that we will will be issued when we upon approval of the report by analyzing of the report here Board of Education Office quickly cover that's a require communication that we cover our responsibility as it relates to the audit of financial statements we communicated that in our Arrangement letter before and cover auditing standards internal accepted accounting principles we followed accounting policies and practices and didn't have any issues with the most affected them Adam's Place and there's been no adoptions or new accounting policies or practices and end with the deferral Gatsby 95 with the fertilizers pronounce no significant issues or unusual and actions no difficulties and no disagreements with what is management overall just require communication locating those those points to the board those will be included within that report to the board as well as part of the annual process are there with the audit there and those will all be listed within that report that he number of adjustments cuz we're taking Management's taking your Mutual Savings from a cash basis operating basis to accrual basis so all those adjustments that are provided to a to us that men are Priceless are included as well as the recording format the difference between a function put it in there as well so that'll kind of complete the entire package but overall clean report appreciate in the environment the hard-working team put together to get us Texas Roadhouse Milton Elementary and secondary school emergency relief funds for the district are around 4.8 million does that mean that the district will receive how much do we go to that we get it off early estimates they're still working on that and it looks like we will get at least 4 million and it looks like they may carve some of that out the 4.8 so will be probably be closer to 4 million which is what will work with when we're planning to use of the fun so we should get formal Russian I know it says you know what we could find were the same as last time you just going to review what the criteria is for the spending that money sure love what they look for is things to recover from a lack of classroom so if if they're falling behind you can use the dollars to four programs that will get them caught up for PPE for air handling for things like that that make a r building safer and to help educational loan for our students you're welcome so I'm sorry so then 4.4 million of 4.8 million was part of the cares Act is that correct it's the second round of relief so their first round is considered cares Act II one has another acronym acronym to see if they're still under the SC heading okay so that would be basically the Democrats and the heroes are come out of the house but not at War down to it so that's where that four point million is coming from okay find has a American Rescue plan if Nat would be 170 billion for K-12 in higher ed also we would obviously would not know how much I want know it would get his time no doubt he is the one that allocate spent money yes is people be the one to guide us through our allocations how much we will get and also the the purposes you know what we can use it for I have an understanding that Zach President Biden Snoopy's probably is as a larger expansion than just for covid-19 many of the states and their regular funding for schools aren't are laughing so I think that they are looking more towards Shoring up in a different way prices for the money could be used for other purposes then relief and then I also see the 350 billion will be going to States and local government Aid sure probably will have you say I guess a question off the talk with you this should if we do receive this funding we should be in pretty good shape for track make up for what may happen with property taxes you know we look at the delays in our collections they are but it also could be you know we have a lot of areas that are hit hard where I think people now there's some some protection for homeowners and I on their property taxes but once those those protections are relieved there may be more things were property values drop when do we when extra that's what they're trying to do is find other ways to make sure that is the impact of that is not as harsh as it could be closer moratoriums will be extend also by this film is September so I just wanted to see how many foreclosures we have within the district or evictions so the want to continue doing that you know one enters also filtration it we can do it on a higher cost this money will cover we talked about it today in a meeting also about getting more air purifiers for it'll fitnessrooms libraries possibly some of the individual classroom so we definitely have a plan for it okay awesome do they use ultraviolet lighting to their pricing system Rodger we have not done discussion I'll just give a little recap here so we did bring students back 50% were allowed to come back starting on Thursday the 14th January last Thursday and Friday and then continued through this week it's been a quiet start a successful start quiet start on a slow start we we still have low student numbers that we may be heading 30 presented at the tops in our buildings right now with the tenants so we're still pretty empty in the school if you recall we did make it a little bit more flexible for kids to decide whether to stay remote or to come so they can let us know now and it may take up to two weeks for us to adjust to let them, or or sooner but that's how we're going to proceed 1/4 and so we're hoping that this at the world continue to get better that our community and orchids will will come to school because we think it's important and we can be more effective in the classroom it should also men that the ihsa in the state of Illinois is given im low-risk Sports the green light so we have some sports that may start practicing tomorrow as early as tomorrow and may have some athletic early as days from now sometime in the following week not next week with the week that follows there so that may may help us out a little bit as well couple other things I mentioned and then Joshua's who can jump in if they we got some other stuff group we did have we were panicking in the first semester as and we we we talked about this with the board and we sent out some information about worried about massive failures with their kids in a remote World hats off to our faculty who really a lead really extend themselves to give them extra opportunities to succeed in the classroom and while we still had some failures obviously and maybe just a little bit above what we had in the past we were really pleased because we thought of catastrophe was coming and really again hats off to our to our staff or faculty our ministration for all of the work that they did our support staff reaching out to kids and families and so I really feel like we stayed up there in terms of student failures in kids doing okay in class text remote in person schooling is there stock vaccination all over the place right now and tomorrow morning I'll be a volunteer to her our district as a potential site they're looking for high schools in the area to be sites vaccinations it's coming in fact it's it's sprinkling all over the place actually Walgreens are opening up now and Mariano's Pharmacy vaccinations events that are going to take place in the area Park Convention Center is another place and so this could happen as soon as you know and they use the two weeks this is really really on the FasTrack also on Oaklawn and with no mcgugan has been identified as a Sci-Fi Advocate they are also has is early as next week maybe the 25th and there could be a lot of people in the community here that are getting vaccinated all educational Personnel will be eligible anybody that comes in contact with kids so best scenario we could be a week or two away from our entire staff being vaccinated that of course you can always real issue we've had certainly some of the kids and I it's been our staff in our staff getting it and their staff it'll be in quarantine because somebody the family has it and that's been the most the most challenging thing really of this entire school year quite honestly it's just keeping people in the classrooms making sure we've got people to teach the kids yourself right now all indicators are pointing up at want to get too ahead of ourselves or get too overly confident here and we feel like we're in a better place now and we're on halfway to an even better place after this so I don't know Josh is sewage classroom there was a lot of light work put into planning for the first three days we dedicated three days of start semester to make sure that we were ready and we try to be as ready as pie for first semester with the unknown and the uncertainty is unprecedented times I can tell you this was talking to teachers last week I'm coming back it seems like people are more at ease and more comfortable with the zoom culture in remote learning we dedicated three days to relationship building we know that works and it's effective when we do that well in person and remote so we we dedicate a time to that end that went over very well we're teachers play and build those relationships with kids we dedicate the rest of that day then to paring down the creek elem this is allowed us really in a weigh-in is pandemic lean on each other more and more towards a professional learning community community and focus on the essential learning for kids to can't cover it all the second day we we dedicated to the zoo culture learning the tools that are necessary to be successful in this whole world technology came to go specialist work very hard to provide that training and then the third day really talked about the Gradebook you no point in and where we put our our energy and a grave of the 40-40-20 and how that works and it was really an eye teachers on how where you put some of these grades and really impact the students oh and then we we dedicate the rest of that day as well the parent down a creek and working in a PLC just to add on to what I said with the we found we met the curve around mid-october we were appointed 30% of our kids failing I mean we were in crisis mode and we came together through mts's process you can speak to put our time and wrap around Wednesday's to reach out the kids and work with kids in tutor kids so we did what we put things on pause to be at all plan for professional development we have to do something differently here we dedicate the Wednesdays we did some things outside the school day and like I said not a whole lot different different in terms of our failures from the years pass so in our staff worked tirelessly our teachers are trousers our Support Services worth very hard for our kids to succeed this semester in I feel like we're on the right path now going into the second semester we've learned some things we learn from our mistakes and I think we figured out something so I can get a lot more comfortable calm more calm now this semester than it was last for sure has been doing a phenomenal job of keeping us apprised of of what the failures are when we really kind of dug down into the failure is what we're realizing it it's the students are failing their failing multiple classes so we've got of the mtss group in each of the buildings starting money say we're bringing back some of these most at-risk kids the building administrators and support staff have reached out to the families result of the students that they'll be coming for days a week they're going to start out with case managers and then start attending the classes four days a week and this is something I know the buildings have been advocating for we just had a meeting today and and Mike Jacobs in his is was a huge advocate of just bring more kids in since since we're only kind of a 30% but I think we feel good about the failures not that they're that their students are failing but those that are failing are failing because they haven't been attending they haven't been attending the zoom session so these the kids that were really targeting and reaching out to to try and get them to come second semester organically what kind of grass roots are our teachers and in some of these courses have work at work or putting together they're going to do grade replacement of a stew for the cricket on the spirals students who pass second semester since Creek on spirals obviously they've had to mastered first semester material and we are going to do a grade replacement for grades if students pass Second Son actress with another incentive for students to kind of work work hard second semester because they can they can also get credit for first semester so I'm I'm really proud and impressed with the teachers and kind of Administrators and what were going for for students in 218 making for kids are safe even have what they need and cruising to come into the building place for them to go so just a shout out to her leadership and their teams has been really a collaborative effort all all around. Just kind of walking the buildings and talking to the students here are very happy to be here that was it that was another thing and that makes us feel good one thing we're missing here but we've been working towards also technology week we didn't know what kind of bandwidth mean needed going in the situation in what are we went from 3 gig right now Tim the we're going to have six and hopefully next coming weeks working right now we should be right now and that was a huge effort by our Tech staff to get that done and now we can zoom here and at home and not have any issues not kind of mine I got a question I'm sorry I probably put the nearest I'm sorry I didn't my internet is Xfinity so I can hear and I can't hear so I apologize I didn't know if I cut you off or you over finish talking I wanted to ask you and Joshua question about the failure so the students that are failing were they feeling prior to this new because of Liam not coming into building face to face a little bit above what normal times for offered but one of the things that we're seeing is a failures are multiple failures it's not once a student I'm just failing Algebra 1 you know it's I'm failing many courses you know 227 course is it like what is it the date of the said like 84% of the students who are failing are failing multiple courses and when we again dig down into the data attendance has a big issue you know whether students that's what we're kind of digging. I'm into in kind of reaching out to the families to get their students to come and there's always going to be failures regardless of whether or in person or remote but it's interesting that the the failures the students are having multiple courses so but we're kind of attacking this semester and preparing for summer already already looking at you being creative to figure out ways to help kids whether we work shop and do things a little bit differently this this summer even offer possibly lights for the kids to give him some option to get caught up and fill in the gaps what about the seniors are there any on the atlas that I fell in multiple classes I mean it's it's kind of cross the board but we've got a lot of things in place that we always had credit recovery programs for our seniors and those of the students of counselors in the support staff are targeting for graduation purposes remember seniors and freshman as well because we do research that that that's an important piece that they freshman on track for graduation and that's part of the FBI that we we have to keep track of so are really high priority grade levels all of them are of course but but we're really honing in on seniors and freshman sounds good thank you sir I had a couple of questions if that's okay sure can't go ahead girl some things down as we talked about all this just curious if students are remote but they want to participate in the sports in the practices are the compositions are going to start up are they allowed to do that even though they've chosen remote learning MNR that we did for now just as may have been somewhere and I just missed it but are we doing another survey like around spring break or is his the choice now is this it for a year or how are we planning on Versailles the students can decide families can change their mind at any time Carol and we just asked for a two-week window a maximum two-week window in order to effect that change student says tomorrow that they wouldn't want to come in person would say okay we got to work it out within the next two weeks will let you know the day that you can come back to school in person so we we become much more flexible either direction to student wants to go if they want to go remote remote that's a little easier than the remote immediately okay and maybe even come back immediately or we just gave us those a two-week window in case schedules need to be adjusted or we need to make sure there's room in that classroom for that student we can accommodate multiple changes or will there be situations where we would have to say no welder right now I think we could accommodate any change because the the tenants was so low it in person I mean we have floated the idea of two weeks from say hey some kids may want to come 4 days a week and if the numbers they blow we may let those kids do that but right now you know that yes could there be a class out there that's already 15 right now there could be a but most classes are lower than 10 they're there aren't you know they're 567 there's some that are two or three the kids in person I made a classic physique like we're pretty flexible we can accommodate almost anything today right now I wasn't talking to you and just the buildings have done an excellent job of creating spaces for just that the issue at least right now that if let's Ed classes already seen in a student comes in accommodating them in a in a place in the building where they can zoom in but still attend their other classes so again kudos to the buildings for thinking of all those things so we're still trying to maintain that 60 cuz I know districts that are saying we're going back and we're not guaranteeing 16th and you know if you're okay with that you're not even dating from the 60 chimerical questions my other one was with the cures act expiring I don't know if this is the place to ask this question but it kind of pertains to the fact that we're remote so with the chairs are expiring and some of the things that you know it because of that where are we at with if a teacher gets sick now and they have covid-19 are they going to have to use their sick days like it was staff where are we at with that we are accommodating staff that gets sick with cold right now so we are we are we are offering it as we did first semester through Microsoft the only change is that there was the furka the ffr ca massage FMLA that ran out December 31st we did extend it for our staff through February 1st only that's just totally on the district not on the on the State anymore on the government but what people think but we are not giving them days they were taking care of that and then my last call I know you know we're also. Vaccine and you know with maybe number is starting to get a butter and we don't know where we'll be in May or at the end of the army at least in the background starting to plan for the possibility of graduation looking better than next year Western barrier primer seems like that are we Baymax in case we can do things like that or are we just going to kind of go with what we did last year you know the honest answer there is as we have not discussed that we just we just haven't yet and we probably need to take one of the agenda items yesterday was to start thinking about a return to normal in other words all the things that we used to always do that we haven't done all year that we need to start thinking about what things we can do everything this year we feel has been triage right we just got up get ready for this so that those are certainly things that we need to address me right now you can only have 10 people in a room so we can get Oak and contemplate on a better graduation at the moment but it looks like I was going to do moving down a tier is is eminent right now and that would be 50 people in the next thing is everybody so so we have an apple you're not begun to discuss that yet but we certainly will and I think we learned a lot of things right away since we did it three different ways last year different buildings and they all are they were pretty cool they really really were so I have no doubt that I don't know what from the graduations will be good that you do and I don't know what form do.
