good evening everybody we're going to call this first part of our meeting to order um a first private meeting is um a public hearing for the budget for fiscal year 2526 it's Thursday August 21st 2025 we're at The District Administrative Center Center and um we need a roll call please Steve here Tom I'm present Carol here Nora Sheila here Candace here Jennifer is meditation at night she's absent for personal reasons and we have a quorum so uh for the fiscal year 2025 2026 budget hearing this is a public hearing to discuss the proposed final budget for Community High School District 218 cook of County Illinois County of Cook sorry for the 2025 26 fiscal year it is August 21st 2025 at 6:32 p.m. and we are at the District Administrative Center is required by law the tentative budget has been available for the public to review for at least 30 days and the legal notice of the display period and this hearing was posted any person may may present testimony or make a comment regarding the budget sure some information we need to read out uh beforehand uh the estimated total revenues for fiscal year 2025 to 2026 including the Student Activity fund are 159,782,250 59 this figure does not include an estimated 800 million of proceeds from a bond sale anticipated for September of 2025 the estimated total expenditures for fiscal year 2025 to 2026 including the Student Activity fund are 1957 105324 this includes 37 million designated for specific capital projects in addition to the above the District of providing the filing information pursuant to Public Act 1028 regarding our fund balances and bond obligations as of July 1st 2025 the district's un audited cash balance of cash on hand for each fund were as follows rounded to the nearest dollar for the education fund 71,026,165 for the operation and maintenance fund 429742 for The Debt Service fund 3,725,064 for the transportation fund 2,035,783 retirement fund 41 51927 for the Social Security fund 1,834,880 for the capital project fund 4,917,220 for the working Cash Fund 11,223 437 for the tour immunity fund zero let's do 1 for the fire prevention Life Safety fund 204,235 for the 2024 annual financial report for chcs 2018 the most recently completed audit the district's outstanding long-term debt was 32,280,000 please note this figure does not include the 7 million and additional debt that was incurred in fiscal year 2024 2025 as part of an approved Bond sale The Experience can be found on the state budget form for district Scituate change which will be posted on the district's website after approval by the board Anthony could you go through that again let me take a drink first thank you okay um are there any comments from members of the Board of Education regarding the budget no are there any comments or questions from members of the public regarding this budget okay hearing none uh the resolution to adopt the budget will be presented with the old business items on the agenda of the regular reading that follows this hearing uh and at this time I will accept a motion in a second to adjourn the public hearing so moved okay uh we can just do a Voice vote so all in favor any notice okay all right then we are adjourned and now we're going to have our regular meeting so hold on I gotta find myself okay so now we are going to have the regular uh board meeting for the School Board of Education district 28 again it's Thursday at 21st of 2025 or at the District Administrative Center um and Mrs uh Colour can you do a roll call again please yes Steve yes Tom Carroll hi Nora here Sheila here Candice all right we have a quorum and we need to do the clutch so Dr B and I will call on you since you had some demo so just a doctor percentile would you please all right to the flag of the United States of America and to the Republic for which it stands 1 nation under God indivisible with liberty and justice for all thank you okay um item number 4 and our agenda is comments from the public related to meeting agenda items are there any anyone from the public that has a comment tonight okay and uh item number 5 is board members opportunity to respond to the public and or board member comments to any board members have a comment say I had the opportunity to visit the schools um for the freshmen freshmen the first day of school but saw all of the schools and they looked amazing amazing they look amazing the the floors the cafeteria it looks great it looks great you know um I couldn't have said it I said Woo this is our district and it looks wonderful great job and the kids freshmen were looking kind of lost but they they were excited about being in the building so good job uh principles good job with the with everything that's going on in the schools they look great I would agree I Dr Bern took me to Eisenhower and Sheppard last week I didn't get the chance to see Richards yet but I'm coming it's just been a busy week I went back to work but everything looks great and I got to visit with the new team features and uh the day when they had launched and that was very it's a nice program it's such a wonderful program that I think we do to get them the new staff acclimated so thank you everybody who works so hard on all of that so that was the doctor and the food was really good too I mean just what you guys said I mean I wasn't there but the picture so when you get these you guys started we started so I'm looking at the pictures just seeing how great everything looks I mean even when Tom and I walked in today we're just like wow this looks so great um and I would like to congratulate everyone as for Eisenhower being voted number 1 in the Southland I like found the paper and searching everywhere put it in my office like it's totally something to be proud of um it's huge so congratulations to everybody it takes the team effort okay any other comments okay we're going to move on to item number 6 which is approval of the consent agenda um and this is an action item so I need a motion to bring it to the floor please second okay uh it's item 6 a is approval of the minutes uh from the regular board meeting July 15th 20125 7 a press policy second reading 7B resolution to adapt fiscal year 2025 2026 budget 9C continuing disclosure agreement with Raymond James for fiscal year 2025 2026 uh item number 10 is approval of expenditures chsd 218 ma uh payment of bills and then Max payables um and item number 11 is recommendations of the superintendent concerning staff and Personnel personnel Personnel list 20258 um is there anything that anybody wants removed from the consent agenda at this time okay we can take that to a vote uh Sheila Steve yes Tom uh I hero yes Nora yeah Sheila yes Candace hi okay motion carries um item number 7 is old business business um and we approved everything on the uh on the consent agenda so we'll move on to item number 8 reports to the superintendent item 8A is the technology update does anybody have questions or comments regarding that yeah I just have a really I just want clarification I guess so for that portion um I saw that there was there were the installation of cameras in the gym I don't know who I'm looking at okay in the gym so can you explain a little bit what like the procedures are for that because I know the gym is like a classroom right so when I saw that um it's just for streaming of the events right yeah the Huddle cameras the 1 in the gym and 1 on the uh the field um football fields they use it for you a live stream you know so how do they like how do teachers family is know that that is only being used for the events on the specific I'm not sure I don't know if you guys you know I don't know if there's a light on it that shows that it's you know what I'm saying like if the lights going it's recording if it's not going scheduled in to to go live in in the gym if you were to go to the website for huddle and then okay yeah but yeah I don't I don't know if it has a light on it or not to let them know but okay just asking for you know just in case anyone questions that I know yeah thank you anyone else okay um the next uh report is be the general maintenance report 8B anyone have any questions uh 8 C is for your requests any questions about the foyer requests okay uh 8 uh 8 D is the business manager update if you have any questions for Mr corsy Dr corsy about that okay um 9 e the Safety and Security report question I just make a comment that we have um we have the Antiquated flip charts probably I don't know where they probably 12 or 13 years old and um we now have posters permanent posters in each 1 with our procedure ERS in terms of our lockdowns and safety any safety concerns it's just cleaner much more professional and Brian did Dr Roberts did a really nice job coordinating with locally with common language which is a game changer so our partner schools really good articulation uh Endeavor as well so um just hats off the all those involved in that I know principles were involved in as well so much cleaner much more succinct thank you okay uh now 9 F is the construction update Eisenhower Auditorium renovation and Fieldhouse Edition that's 8 8 F I'm sorry 8 F and Shepard Auditorium renovation and Fieldhouse Edition and we've already talked about how great it looks does anybody have anything else like to add or questions those photos that uh Josh have been sending at looks awesome everything looks great we will do eventually do a open house or Ribbon cutting once we get occupancy and so that's that's in the works um are we going to still develop a committee for facility use yes much needed yeah if we could have if we can board representation on that as well it's going to be on the working committee agenda for that okay yeah we're moving to September September 22nd everyone's good with that date all right um 8 G is the 2024 2025 April report if you have any questions uh again just I I I said this at institut De we we keep celebrating AP every year and it just keeps getting better like I I think we're going to be on the Harbor College Board um our our 3 pluses have gone up significantly a number of tests taken we had was it aperture we ran it and 99% or 75 students in the district 3 or higher so oh nice I mean so it's I don't know when it's going to stop and then we had over 4,300 Career Tech or um certifications for CT so I mean it's it's just great news it's every year it seems to get better so hats off to all those involved yeah you come a long way from our EOS days so pretty cool number of AP Scholars that our district is too so yep so college credit a lot of kids are leaving over college credit which is really amazing game changer and then um 8h is committee reports by board members does anybody have committee report um I have a brief 1 um asked Mr C to help me with some of this but I did take notes um so we talked a little bit about this thing called an opam trust uh just to kind of get some information it's basically um we cover the post employment benefits for our retirees um and it was just a talk about um US changing the way we fund it um which would require for so many years for us to pay additional money to it and it would go up I believe 3% every year um and then and then we would have to do that for 20 years um and then it would be much more well funded and and I think we're just kind of trying to decide if it is something that's worth us doing we you know that number is people retired the number of people that were supporting in that until they hit Medicare age correct um is going to get larger um you know and it it diminishes in some capacity I guess but um so I think we kind of decided at the committee that we would want to explore talk to some other districts about if doing it and if really run the numbers if this is something that would be beneficial to us to do this for 20 years it's like 20 years out we would see that and it's it's more of a police fire um you know kind of situation but it's common in those yeah but you know because we're self-insured it might be a a good thing for us to do so I know we want to bring this also to the working board meeting and maybe have some more Antonio bring some more information from us in terms of what our districts are doing this the benefits to it and then we can make a decision uh whether to move forward and bring it to the board for a vote or table it so am I missing anything on that no I I will say this is a rather Technical and some complex topic um so it there's taken some time to understand what it is and if we do it this will be you know 1 1 we actually see a benefit from what I kind of hate to say it that way but it'll be passed all of our time this is like I said it will be about 20 years or so somewhere around the 2050s when someone said in my position is b i really glad we did this or something different yeah or this was kind of silly so right so I think we talked about uh if we have some of the research at the at the September working meeting we could talk about it a little bit more but you know Tony needs some time to gather some of that up so yep okay if not we'll have to do it you know later on in the year at a working board meeting I think it's something that you know so that we can really have a discussion about yes not this data that we collect so see if we want to do it or not um and then a lot probably the majority of the meeting we just went over the budget and we um talked about some of the was initially presented um and the things that I kind of wrote down was that um our base is up about 5.5% we expected it to um and um we have a fun so we have a 100 million surplus versus 82 million Surplus I believe is what you said about 100 million versus 82 we we'll finish with yeah sorry when it's done yeah that's how we'll finish that you're we'll finish with the yeah per the projections and then the big butt in the room was that the transportation ran over which we've talked about this um and so they're still working on some plans for cost savings because I think I think all the all districts are faced with the transportation is just so much more expensive than it was a few years ago or we made huge cuts to it already and we're doing an insert in uh transport in District transportation service seems to be going okay we're you know some bumps but seems to be working okay so far so we literally have our own costs in District transporting kids rather than having taxi service so um we should be a significant savings what do we say we have 2 of those buses right okay yeah they can just pretty much run kids wherever we need to throughout the day yep and it's going to be a huge savings yes yeah and then we can even tell too obviously we have laws we have we have to follow however I think we've been a little bit you know opinion on that right and and and you talked about the Venture cards is how's the how's that going not as as of now we we could even so we've transitioned to our vendor okay so they're all on they purchased like 14 or 15 mini dance so they're getting transported in the mini bands okay would you huge cost savings compared to the taxi service okay okay so we'll see I mean we're talking significant dollars of savings over over time so great job to um you know carry and Tina and Tony for working on that so it's a change um and then the last thing we touched on was um a a program and if I am I saying this right federis fedas which um would be something we would purchase to um share our financial information to the public and they kind of put it together in a nice user-friendly way so that you know the people in our community can understand kind of what what he was doing the little graphs and everything and it was nice for us to read um so they it's a service that kind of does the same like a dashboard and like a dashboard the the company called t h a e d r a s I wasn't even close third brick philosopher yes um and it there's a public facing side to it obviously that'll get our information more easily to the public but then there's also a sort of internal facing side uh it'll make it a lot easier for our what we call our budget owners to kind of keep a uh keep up on what's going on with their budgets uh it's difficult to get information out of our current Financial system so live too yeah this is live this will make it a lot easier for them to see how much they have left where it's going etc etc yeah so when will we be implementing that we are uh the 1 who talked with him tomorrow so I believe it was about a couple of the month couple months uh it should be up and running at least in sort of like a beta and I think about 3 or 4 months we'll be working with them okay is there anything that I missed that no I was very good thank you thank God for notes in your phone because I lose papers so that good um okay and no 1 else had a um a committee report this okay um then we're going to move on to um item number 12 any other any board members have any additional comments okay then we do need to go into closed session tonight so oh I'm sorry number 9 I'm in a hurry sorry about that uh 9 a uh is the governmental agreement between Community High School District 218 in the city of Palace Heights providing a school Community liaison and this is an action item so I need a motion please okay um does anybody have any questions or is everything going well right Baker Dr Baker has been going great yeah they've been very instrumental in our traffic patterns and helping out with the uh community policing their on risland at arrival that's been great game changer okay all right um then we can take that to a vote Steve yes Sam hi Carol yes Nora yes Sheila I Candace I okay mostly curious 9B is a resolution providing for the issue of not to exceed 36,500,000 Dollars General obligation limited tax school bonds of the district for the purpose of increasing the district's working Cash Fund and refunding certain outstanding bonds of the district providing for the levy of a direct annual tax to pay the principal and interest on said bonds and authorizing the sale of said bonds to the purchaser thereof and this is an action item so I need a motion to bring it to the floor so move second I have a first and a second we had a great presentation last month so has any questions I don't think there's any new information unless anybody had questions about health Advanced know okay we could take that to a vote then please Steve yes being a classroom dad so how many years was he um I will have taught 36 years you should teach with my sister she started when she was sick yes I did so thank you I I had my first or know my last first day with the kids today so yes I'm counting all the a lot of a lot of lists so thank you very much I'm looking for a lot of people are asking me if I'm excited and I said I still have to work all right I'm going to get excited like in the spring it's too early it's too early so thank you okay and now we do need to go into closed session item number 13 um do I need you for the for the purposes for the we're going to go into closed session for the purpose uh to discuss the appointment employment compensation and our performance of specific employees the discussion and pending or probable litigation affecting your own behalf of the public body and discussion on board self-assessment so I need a motion to go into closed don't move uh I need a second okay all in favor I okay and
