I missed you for meeting to order um this is a public hearing oh I lost the shoes I found it I was buried under my other papers I apologize um this is a public hearing to discuss the proposed 3 year e-learning program renewal for 3D High School District 218 for the 2526 school year this information has been available to the public for review and the legal notice of this posted any person's present uh any person may present testimony or make a comment regarding the program and just for the record um Carol say Madam president uh it's just you have to when you open it you have to say the time okay it was 6:30 when we started and um Mrs Colour could you take or I'm sorry Sheila would you take a roll call for us to be sure Steve here Tom I'm present Carol here Nora here Sheila present just she just sliding Miss Canelo and I apologize and Jennifer uh present okay thank you I am here um all right so according to section 1020.56 of the school code Community High School District May adopt the resolution and utilize e-learning data in blue of emergency dates the number of e-learning dates may not exceed the minimum number of proposed emergency days in the approved school calendar which is 5 correct yes would anyone like to make a comment or ask a question hey with any board members like to come out or ask a question okay the approval of the e-learning uh renewal program uh the program renewal will be presented in the new business section of the regular board meeting agenda that will follow this hearing um and so you have no comments or questions I will accept a motion to close in a second to close the public hearing second okay and um all in favor that right okay all right thank you all right and now we are going to um go to our regular board meeting so so this is the regular school board meeting of the School Board of Education district 28 regular board meeting on Thursday May 15th 2020 25 and the District Administrative Center um and we need a roll call again please Steve here Tom I am present Carol here Nora here Sheila present Candace and Jennifer present okay we have a quorum and Jennifer would you lead us in the pledge for your first so I need to warn me I pledge allegiance to the flag of the United States of America and to the Republic for what a nation under God indivisible with liberty and justice for all all right and this is okay um we have Andrea here tonight and we are going to go to um item number 4 on the agenda which is resolution commendation good evening board members um Mr Jacobson cannot be here today because out of concert so I am standing in his place um it has been the policy of the Board of Education to present resolutions of commendation to staff students and community members who have excelled academically athletically professionally or in service to others on the first um 1 we're going to give out today is to Bulldog media productions for Richard's high school they took home several awards at the local Regional and National levels this year um so if with uh Bulldog media Productions you can come up right now um from March 1st to 4th they traveled to Tampa Florida for the student television network 2025 National Convention where they want to Second Place award for their Crazy Eights Morning Show submission that the entire entire team filmed and edited in just 8 hours they also won the distinguished merit award for broadcast excellence and art on fields triia Riley and Alondra German or German won the honorable mention award for their anchor team submission on April 25th the Bulldogs won 7 awards at the Midwest media Educators Association High School video awards that includes 1 Crystal pillar Award presented by the National Academy of Television Arts and Sciences it was awarded to Helen hang for her boost by commercial students Alexis Gonzalez and Ted Taylor also won a first place award in news package and just yesterday we learned that the student television network 2025 Spring Nationals awarded this group 4 more national awards including second place for Helen's blue blue sky commercial and 3 honorable mentions for a commercial feature story and a promo so congratulations to Bulldog media Productions and their teacher Aaron Burr congratulations congratulations next up um Richard High School freshman and varsity cheer athlete Kaden Mundo if you want to come and stand here for a second uh Kaden won a gold medal on April 25th at the ICU World Championship with Team USA youth co-ed in Orlando and this marks the first time a year athlete from Community High School District 218 has earned a gold medal at this International competition so congratulations all right I'm going to do this 1 Greg can you come on up here Greg Walder assistant superintendent of operations Greg Walder is retiring after serving Community High School District 218 for 33 years first hired in 1992 he started eyes and our high school where he was a math teacher and a coach for football basketball and baseball he also served as a Dean at Richards and Sheppard High Schools before going back to Eisenhower become assistant principal of Athletics in 2008 Mr Dr Walder became an assistant principal at Sheppard the next year he was promoted to associate principal then in 2017 he became principal in 2018 Walter received a doctorate from University of St Francis an educational leadership with a superintendent certification he has held his current position since 2022 Dr walders involved with all the enhancements of our facilities throughout the whole District including our future build houses the students staff and Board of Education would like to wish him Joy good health and the realization of all his dreams during his retirement years congratulations Dr Walton congratulations congratulations congratulations good job thank you for your service that's the Italian bill right yeah here I graduated so you started when you were 9 gregg okay thank you congratulations everybody um are like a pillar in the Blue Island community um anyone every 5 I mentioned your name everyone just has nothing but wonderful things to say my family included so thank you for making an impact on our community thank you for saying that very proud of my fellow revist Ram so that's great congrats um and I apologize I'm getting used to uh the the agenda and anybody who did come tonight um for a resolutions and combinations if you would like to to leave at this time because we do have a lengthy meeting you're welcome to stay or you are welcome to leave if you would like to at this point so congratulations twist your arm yeah you might um I do have 1 other comment um uh is just to talk about our committees or do we want to do that and we do committee reports we could do that yeah okay we'll talk about the committee then okay we're going to move on to item number 7 which is the approval of the consent agenda items and this is an action item um so I need a motion to bring it to the floor then second second okay um so we have 7 A's approval of the minutes from the regular board meeting of April 17th 20 25 the closed session from April 17th 2025 and the organizational um board meeting from April 29th of 2025 8A is the revised 202526 Board of Education meeting dates and I just wanted to mention that we are not having the June meeting and that we are having a meeting on July 15th just so everybody remembers and that's a Tuesday yep okay um item 10 D is student accident Insurance renewal 10e request to authorize interim payments for June 2025 um item 10f is a request to update student alloc carte pricing 10g is a request to approve the chsd218 Strategic plan for the Consolidated District plan for fiscal year 2025 26 10h is a request to authorize interim expenditures until approval of final budget for fiscal year 2025 2026 item 11 is the approval of expenditures chsd218 payment of bills and max pay levels item number 12 is recommendations of the superintendent concerning staff and Personnel Personnel list 202025 is there anything that anybody from the board would like to removed for discussion from the consent agenda okay then uh Sheila we can take it to a vote Yes Tom all right Carol yes Nora yes Sheila yes Candace I and Jennifer yes okay the motion carries um item number 8 is old business um and we don't have any I'm sorry that was on the consent agenda item number 9 is reports to the superintendent at 9A is the financial reports does anybody have any questions just want to talk okay um item 9 B is the technology update anybody have any questions about that okay 9 C is student enrollment report I just did a quick question Carol so not sure if this is Josh or Eric but and noticed in the uh in the report is there a is there a reason why Delta Summit where the the uh the average daily attendance is so far below the other schools I mean is there anything I mean traditionally I mean in Dr Roberts to speak to this being being there and Carrie but you know we we do our best to to get the attendance up and it can be challenging at times um it's actually much higher this year there has been up about 7% it's about 7% higher and we actually have higher numbers and then we have in the past as well we've increased enrollment so um it is something that we're working on incentive program for the students I know it's a tough question because it's it's obviously the the reason you know would be there a lot of these are there I like to see that better but they're upset you said they're up 7% that that's great that's great yeah what have you guys done different like just out of curiosity because I mean it's an epidemic like absences across so Mr Ferris paloski have really been meeting individ because it's a smaller School we're able to give a little bit more individualized attention so kind of meeting individually with those students um setting individual plans and goals and things like that for them to increase in in um attendance and then there's also like incentive programs for those students that they respond pretty well to so I was actually both of their goals for their evaluation and um they showed nice growth not only with enrollment but also with the attendance overall as well but it's obviously something we still need to look at because there's only so much you can do I I get it but but that I mean 7% is I think is is Big you've done a lot with school school pride too I mean even the the the atmosphere has been improving yeah we've done a lot of remodeling and decorating and put some money into that and the students are really proud you know it's nice they say wow they must really you know Believe in Us they put some money into the school um because it really looks nice if you haven't been by you might want to coming back as always look completely different so yeah that climate helps I think that's a good work thank you but yes and tenants in schools oh I mean ever since the pandemic I mean it's it's really been hard to get kids back to school yes sir student enrollment has been pretty level during the years how are we um finding are we still finding students that are at a district within our school well right now we you're actually we adopted a clear system we're we're vetting residents um and we're you know going to continue to expand that next year so um I think we have a pretty solid program there to make sure that we are our kids I thought so too are we finding I guess my question would be more are we finding students that are out of District that are attending our schools yeah we did a balloon every run and we've already identified 200 they have some discrepancies that's not necessarily mean that they're not in their District but those are the ones we're going to do a deeper dive sometimes is just a matter of they marked the wrong apartment so we want to do the clear system what's in the public database may not match so for example it's listed in the public database as a department they may put down unit it may be flagged so we're going to go do a deep dive but we have identified at least 20 to be kicked out this year was it today I don't return to you've been allowed to finish this semester they won't be able to do a return because we able to investigate or will now sit in front of their house like we can't really figure it out we'll send an off-duty Cook County Sheriff he does investigations and he lets us know hey I'm not doing the door landlord's never heard of and why I'm not doing the door and he moved out over a year ago and we actually put together a lead Council we went through Dr Roberts also put this together communication through parent Square what we are going to do we want to be transparent on this so maybe feel people think twice about trying to get into our district knowing what how what we do you have such a great District everybody wants to be they do as they should have we ever done anything where like obviously a student if they know of an of another student who's going to school there but doesn't live in the district but they're not going to want their name out there that they ran them out so to speak but is there a is there any uh has it ever been communicated to the students that confidentially they can whatever drop a note somewhere and then it would give you guys a lead to follow up because I I feel like nobody knows more than the the other students um you know advertising but that could get a little over my I've been here we don't have an online we received a lot of this phone calls usually when there's some confrontation and you'll get a phone call say well you know they don't even live so we do usually when they tell us they don't live in the district but we're all doing a much better job in this area I would say so puddles to the to the principles and especially Dr Roberts with his Safety Committee and thank you he is the general maintenance report there any questions we're holding down the tent out there it was so it was still in the ground when walked in sorry keep it a go okay uh 9e are foyer requests any questions regarding the foyer requests okay um 9f is the business manager update um Tony is not here tonight but we do have Tina here so if anybody has any questions okay um 9 G is the Safety and Security report I have a question um it wasn't in the uh the notification but what are the procedures I guess going to be at least well for all the schools because there's construction going on like or when I say are you guys ready I know you're ready but I mean are we to have because it's outside for Eisenhower let's say are we going to have the evolved system through the are they going to have to go through them are we going to let the families know prior like make sure you come in advance so that you have time to go through through the security and take your seats and parking because it's going to be a little you're speaking about graduation yeah do I not say that I'm sorry it's been a long day I you didn't read my mind construction like at Chef no I'm sorry my mind was going a different place like it's okay so yes graduation anybody sorry you were supposed to read my mind so they wouldn't be for spectators coming in yeah we have not used them outside oh we have you know there was a talk about it and we we determined that we did not use evolved system last year at graduation we were not planning on it I mean we use it for the football games here at system but um we have not done this traditionally for outside events yeah I just want I just didn't know like what procedures were going to be this year especially because it's I know that Eisenhower is going to be a little bit different so well the way it's looking right now with the weather we could be a Trinity Christian so fingers crossed that doesn't happen but that is we're going to make that determination by Tuesday right yeah so they'll know by Tuesday Tuesday before too before 2 4 2 we wait till the last possible minute because we don't want to make the family Drive their 100% but we also have a lot of planning to do so we can't wait till Wednesday for sure we're holding out to the last minute uh to make the decision what's best for the community we can bring it up to Safety Committee if we feel the need to do that next year but it is a lot of people outside and you know could cause long delays that's what I figured but I just wasn't sure so that's why that's why I got it okay anything else um yeah that was it for that all right 9h is the construction update Eisenhower Auditorium renovation and Fieldhouse Edition and Shepard Auditorium renovation and Fieldhouse Edition did my homework um so it says ground uh grounds building demolition project is waiting solar panel removal solar removal I'm assuming it's the solar panel now I do I sorry this is a Hot Topic go ahead my bad should not be late okay were those happen to be the ones that were just put up okay are they just being taken down like they're not going back like so we're going to go on the field house they're going to go on the so we're taking it off and putting it okay and we have to which is fine now do they are making us right pretty much otherwise it would be this is a whole other issue but yeah as now our plan is to just put them in another place I just know that we just like got them put up um have we seen any difference with them up because I know you guys said it was going to take a little bit to see anything we met with my Combs from cancellation and he said the 2 buildings are doing incredible really yes it's hard it's hard to look at a bill and see right that's his that's his thing it's amazing yeah but the there was a a long delay there with ComEd okay to get it up and running so um but this has been a there's backstory this which I can discuss with no that's I just was wondering if it was the 1 that they are you know but they're moving okay now I'm done anybody else I just have a quick comment you know this goes out to Roger and Lisa Greg Josh the whole team really all all our principles and assistant principals but I just asked Josh before the meeting I said have we ever had 7 you know I'm going to say major projects some bigger than others at 1 time like this and you know the answer is probably not so kudos to all you know everyone for uh for your hard work and keeping keeping all these uh together I I have trouble cleaning my garage let alone you guys are doing so keep up the good work everyone uh and then I item 9 I is committee reports by board members to any board members have the committee report to present the the safety excuse me the Safety and security met on myself Nora and um uh Brian and so I'm going to call him up and he's going to talk about you know I was gonna call you up come on up going from here right and um talk about what we discussed in a meeting um no or not met with him and decided that it was a good idea of what their recommending um as far as Richards so Jimmy can you hear me can hear you so we met at Richards with uh Dr met Jack Mr pow Dr bear with the chief of Oklahoma Police Department and our major concern was the safety of the students as they're traveling believed in school crossing the central because the traffic people are not stopping and their kids are not always using the designated crosswalks and the other issues we have parents who just stopped their car wherever they feel like so kids can get out so what we were looking for was additional Patrols in starting to see if they can divert some resources over there just to kind of help with traffic and have to kind of talk them for a while we looked at the cost because overtime we figured it might actually be better to have an additional SRO and then Oklahoma will traffic cars will be a full patrol car but like a traffic car that we would uh they would help purchase in and then we would have that SRO who would work both at Richards and since because the admin Center is all gone you would also billing over here so it'll be an additional SRO for the district to help uh mainly with traffic but just to have an additional resource in that building so um we saw something Miss Scarlet see if we can get their approval and what um it will be an additional cost but I think it's when we can really justify for the safety of our kids in the morning but I'll also during the day in the building and also we can have someone over here because right now we have 1 security officer so it's just nice to have additional coverage and potentially board meetings too right potential board meetings too so this will be a go police officer I think we like that it would he would do both or she he would both um provided what's going on at Richards or coming here to the district office so it's a it's a 2-fold so Lauren I agree that we thought that would be something that would um benefit the district and so Dr Roberts we told him gave him the thumbs up and bring it to the board no impending um approval tonight as well we would have at support on the street from the Payless Heights Police so we'd have 3 School lions and an excellent job with us after school and before school for many years we don't now have all 3 of our major campuses covered for traffic and you know we've had some you know situations and and unfortunate situations with with traffic and kids being hit so um we're optimistic this will hopefully help more than we have in the had had in the past so kudos to all you guys on that oh I think it's great I drive past Richards every morning and my way to work and I see how and safe it is and the the student drivers the parents it's like you say there's not there's really the only 1 light for them to cross and they just Dash across the street and and it's very hectic at that time in the morning because there's other schools that are arriving and so I think it's great thing we've been really concerned about that situation for all the time I've been on the board so yes great good work thank you thank you okay anybody else here talk about the Committees um and since we have a new board member we're just for right now for right now we're just going to keep the Committees that we have in place um in place and then I think um after the summer we're going to kind of revisit and talked about as a group the life we want to sum that we can kind of merge because some in some we haven't really used much and so but for right now um so we have for the education advisory committee um I'm the chairperson and we have uh Sheila and then we have Steve on there we did have Sarah on there but I kind of feel like for people on a committee is a lot it's almost like the whole word so I think we'll just kind of leave that at 3 people for right now um the equity committee is um Sheila is the chairperson and then we have Nora and Candace um for apparitions and maintenance um Sarah was the chairperson um so I'm uh Steve if you would like to take over and be the chairperson for that committee you're on that committee and then have Sheila on there and we'll instead of having 3 people we would just have 2 because really I feel like the point the point of the Committees is to if we have 2 people then it's it's a different kind of a feel and and then they can report back to the board and people don't have to attend so many meetings um for security uh Nora it's Nora and Sheila um for legal it's myself and Tom for the interview committee it's myself and Tom uh legislative is Tom and then uh Jennifer if you would be on that committee and replace Sarah um for student affairs um Candice is the chairperson and then we have Nora and Steve Education Foundation and Community engagement is Nora and Steve uh scope which I don't think we've ever had to really do anything with scope but right now it's to myself and Candice um and then articulation um Candace is the chairperson and then um Sarah was on the committee so Jennifer if you would like to be on that committee um and then Sheila and then Finance is myself and Nora and I'm um the the chair I met committee so um for right now we'll just do that and Karen can you get an updated list out to everybody um does anybody have any questions or anything about that at this point and I'm assuming they're articulation is with the feed your schools and so that would I I taught it District 120 or 125 and I attended 125 so that actually works out when you have your committee meetings are you don't meet with all of those administrators or just meet more with no yeah just because I like the time right um but I like I'll talk to Josh about it but we've kind of put it kind of on pause for a second okay but it's going I feel like it I mean the Improvement we've made is yep we're doing astronomical close to 50 kids this summer for um theater programs so yeah Okay and like I said after the summer we'll kind of revisit this and feel you know maybe maybe some of the ones that have more than 2 people we could figure out you know maybe hearing that down to 2 people and then people don't have to attend so many meetings um and just once there's 3 people we have to post it it's just a little bit of a different process but still get that notification because that I that was great so everyone's aware that you can make it that's where education advisory um okay so now we're going to move on to agenda item number 10 which is new business and 10A is the uh Community High School District 218 Financial history and projection and we have a presentation by Mr Grossi right yep Dr grossy we've been working with 3 3 years now 3 or 4 years and um it's been a great asset to us in terms of uh you know helping us understand our budgets as well as is knowledge at the state level um and and helping us with projections and where we're at where we stand and where we can go um and has helped us even be on um understanding what kind of lists we can get to and and some of those financial benefits so thank you for what you've done the last 3 years um good evening everybody great to see you Greg congratulations um so uh so tonight we're going to give an update on on where we see this this school district financially currently and over the next 5 years um I could tell you that the heighten need for financial projections exist right now in all school districts because there's a lot of crazy things go down to Springfield they were talking today about cutting funding for the first time in a long time so there's there's going to be some challenges I'll talk a little bit about how impact this school district uh 1 of the primary tasks or most urgent task has been uh talk meeting with Josh and the team as far as how much can we afford to invest in capital that's and and and will it will it impact our long-term Financial condition so that's kind of the lens that most of the stuff that we're going through now uh and you're going to see tonight involves so to start uh briefly talking about the historical Financial summary of The District you could see this is this is just a comparison of uh revenues and expenditures and um and uh a good thing to see is that your Revenue growth has been higher than your expenditure growth so your Revenue growth has been 5.7% which is strong and your expenditure growth was only 3.6% which also is really good relative to other school districts in the area um as a result of that um you'll see that your financial condition is improved during this time period uh the primary 3 primary reasons why your revenues have increased is number 1 recently CPI has been really high the rate of inflation which impacts your real estate taxes number 2 is that uh with Co the District received a lot of um or decent amount of uh Esser money Federal relief money and then the third thing is which has been really important is the district has received 2 property tax relief grants and I could tell you that the that you just approved was a very significant decision by the board and will will really help your long-term Financial condition because that builds into your base funding every year so uh so as the states having difficulty and might not increase evidence-based funding as much as they wanted to this year next year that you have this base that you're that you could count on going forward when you put the revenues and expenditures together now that  line in the middle at zero that's about balanced budget revenues and expenditures equal zero a lot of the ups and downs have to do with timing but in aggregate over the past 8 years because you've been able to spend at a rate lower than your Revenue growth you your uh your revenues have exceeded your your expenditures by almost 46 million so the factors impacting your fund balance you can see that uh to uh just uh the cumulative surpluses again around 46 million revenues over expenditures uh in the in the operating funds a little bit of a deficit in the non-operating funds that's not a big deal um major Capital activity so the districts invested I don't have my reading glasses on is that 37 or 27 37 a little over 37 million dollars invested in capital during this time period and it's borrowed a little over 7 million dollars to offset a portion of that and um so the net impact on fund balances is that your fund balance is over the last year despite investing 30 you know 37 investment with only 7 million dollars in borrowing you committed 7 million 30 million of fund balance Reserves towards investment of capital and despite that you were able to increase fund balances by 12 million that's an excellent testimony to the district being fiscally prudent and then this is just a graphical display of uh your fund balances relative to your fund balance Target which is relatively low of of 33% 120 days approximately that's the red line and the green line is 180 days which is what the State Board of Education recommends to receive the highest rating on their financial profile rubric next slide please so now you know our financial forecast so so Statewide I absolutely believe and and I think most people would agree with me that that the last 7 years have been great for school districts uh evidence-based funding has jumped schools have received a lot of Co money interest rates were higher uh because the FED reserved rates uh raised rates a lot of good things happened and all those things are going away uh real estate taxes uh which are in our area it grows by CPI that's the cap inflation which was 5% 5% 3 .4% uh the last 3 LaVey that your board approved is now down the year-over-year right now is 2.3% um Esser funds are have gone away at The District's level but it's also gone away at the level and that's a really important point because the state of Illinois was basically broke before coid and they had about 6 billion dollars in unpaid bills they were paying hundreds of millions of dollars in late fees uh they actually called me the year before um that this time period asking me what it would look like if we cut funding to education by 32% which would have been a loss of about $1,100 per kid Statewide so that's how bad it was they got a loan from the Federal government only state that got a loan they have the least amount of reserves they have 28 days worth of reserves uh the lowest of any state so the state was in critical shape ko ko came in and again as bad as it was for so many things Financial it was good for school districts and it was great for the state they were able they got about 8 billion dollars they paid off their bills they were able to increase funding education by 350 million everything was good now it doesn't look so good that that all that money is drying up but a lot of that stuff's still in the budget so the governor's office itself is projecting there was only 1 year in the last 20 years that had the state had a surplus uh but they had surpluses during coid now they're projecting within the next 4 years to have a 5 billion dollar deficit again so so um a lot hasn't been said about it yet but now it's just starting uh the governor's office just announced last week that they're going to be million dollars in the hole this year that was unanticipated and um and and a lot of it again has to do with the fact like some school districts I work with where they pumped in a lot of permanent expenditures with this Co money and now the money's going away they have to come up with a source to pay for it corporate the other points are not their relevant we go to the next the other point I would say is that uh over the next 5 years is that um school districts are really being impacted by the labor crisis in a lot of ways your purchase Services Bus Services food Food Services Security Services uh teachers contracts uh all administrators they're all getting hit by the the labor crisis and the and the supply and demand imbalance is driving up the cost of Labor that's going to likely be em added in future budgets for all school districts without the revenue growth to keep up with that next so uh you're in terms of Revenue 64% of your revenues come from real estate taxes um that that's helped lie relative to other school districts in the south suburbs uh that grows at the rate of inflation so basically uh if you look at this slide other than the Big 5 and a half million dollar jump you're getting an evidence-based funding this year because of the property tax relief Grant your your Revenue growth is pretty much going to be like 64% of whatever inflation is because more than likely none of those other pieces of the pie are going to grow um on the revenue side in terms of our assumptions just just briefly uh we're projecting CPI going forward to be 2.4% on average which is what the historical average is uh we talked about the property tax relief Grant uh you have a tip that's expiring uh that's going to generate a little over half million dollars uh corporate personal property taxes decreased again because the state overpaid all school districts over the past couple years um your evidence-based funding is is we we are projecting it to increase 250,000 annually um that's about all you're going to get going forward at best interest earnings are going to start dropping and you received your final Esser payment your coid relief payment of 5.2 million this year and then other and federal grants flat so we're projecting revenues to grow 2.2% over the next 5 years on the expenditure side about 70% of your expenditures are salaries and benefits which is pretty consistent with other school districts um so that's the biggest driver of your expenditure growth uh in terms of major assumptions um we're projecting uh salaries to grow 4.1% that's a combination of collective bargaining agreement projected raises saving some retirements uh it's a whole bundle of things but it averages about 4.1% in these projections health insurance or or excuse me um employee benefits for projecting The increased 7% a year industry-wide they've been they the growth has been very high and it's projected to be high um out of District tuition expenses are projected to increase significantly based on my conversations with Tony uh but we're projecting to grow it more normal increases thereafter bless you um the district will invest set so embedded in these projections are the district investing 78.5 million on major Capital um using 24.4 million in bonds and 54 million fund balance reserves District's going to average within the projections a million and a half dollars in building improvements not included in those numbers and the district's going to spend 1.2 million annually on technology and other equipment expenses and everything house growing at 3% if you put that all together your expenditures are going to go at 4.2% which is a little higher than your Revenue growth um in terms of projected surpluses revenues over expenditures not including those major capital projects you could see that we're still projecting that the district is going to run surpluses every year um through this budget year and the next 5 years so that's a really positive sign I could tell you I was at 2 other school board meetings this week and none of them had the same picture um in fact 1 of them is projected to run out of 2028 so uh so it's there's this is a really good picture uh relative to what other schools are seeing when they project out their financial next slide please uh in terms of the numbers um over the next between this fiscal year and the next 5 we're projecting your s your revenues to exceed your expenditures by 66 million we're projecting major Capital again it's 78.5 million and then we're projecting 24.4 million in bond proceeds uh putting if all those things happen your fund balance is despite all this investment in capital which is probably the you know maybe the best certainly probably the best time in your history that you could have done this and it's going to provide so much benefit for generations of kids you know in terms of the timing you're still going to be able to do that and increase fund balances so right now could change and we updated every year but right now we're projecting fund balances through June 3 0 2 200030 to be about 112 million dollars which is about 238 days where the fund balance Reserves still above the state's 100 80 day minimum for highest score in terms of fund balances again this is just mathematically you could see that fund balances are projected to stay above both of those lines during the projection then then just breathe briefly I think it's very important so what you saw is what I believe is a 50% probability Better or Worse some districts just show like worst case scenarios and I don't think it has any value like Armageddon kind of stuff but I do think it's important to know what it would look like in a realistic worst case and best case scenarios not the Armageddon per se but but realistically things that could impact your District uh just really quickly on the realistic worst case uh basically 1.4% CPI instead of 2.4 that's what CPI was before koide and uh your your basically your expenditures growing at about 1% higher than what we projected that's what the worst case scenario is going to look like best case scenario the change in variables is CPI is going to stay at about 3% it was 2.9% last year and um that your non salary expenditures are going to be 1% less than projected next slide please so the green the green line represents what we're projecting the pro highest probability of the surpluses obviously if CPI is 3% you'll do even better financially um but there is a scenario realistic scenario if CPI goes low into the ones that the district could be deficit spending um and and you know at a at a you know up to 5 million dollars a year by FY 2030 and again I put I I put those as a real those are realistic worst case scenario and then this this is what would happen with fund balances and under the realistic worst case scenario you'd be just below that 180 day Reserve uh still above your fund balance minimum Target observations and recommendations uh the district has successfully maintained annual surpluses um during this time during the historical period analyzed uh and as a result of that you've been able to invest in capital increased fund balances uh due primarily to expected declines in inflation the expiration of Sr 3 and a decrease in corporate personal property taxes your Revenue growth is projected to drop from 5.7% to 2. 2% expenditure growth is expected to increase at 4.2 so that Gap is why things are going to start trending down but still above balanced budgets um and then uh based on current projections we're projected to remain 80 Days above above the 180 day Target number minimum Target number from the state recommendation continue to work within Financial projection model when making major decisions at Major capital investment Beyond those Investments currently within the project assumptions so if we if we if the board or the administration wants to get into what ifs Beyond these projects that are going on now next phases you know let's see what the environment is then and we'll run the same type of analysis uh districts should pay particular attention to inflation uh as that's the biggest driver that will determine your financial condition and that's out of your control and then the district should continue to make major financial decisions in addition to Capital uh Within These 5 year ejection models and making sure that you're um not going to be that you're you're way ahead of a situation and and looking at the financial condition way ahead before you make the decisions but with that being said the district has really put itself in a strong financial condition and if you if you could control yourself you know if absent possible outside forces your district is going to be solid for a very long time important thank you thank you so we've done a good job you done you done an amazing job and with your help Mr courses and Board of Ed it's all because of being I don't know hey Greg Greg within budget I said Administration know I'm totally no yeah you have you guys you guys are making good decisions um you know when when Joshua you know talking about this the beginning you know it wasn't like green light period you know like okay let's see what it looks like let's lay it over our projections you did everything right and you know your your kids are going to benefit from that and and the community is going to benefit because hopefully it's going to be a lot of years before you have to uh you know raise taxes or do something like that there are a lot of districts that will be ahead of you uh when it comes to that I'll have to go out for referendum no I'm sorry will they have to go out for referendum some do I mean 1 of your feeders is uh next next year let's create we can do all this and still be in a hobby position so that's wonderful and we're excited very good thank you thank you very much appreciate it appreciate it all right um can be scared all right Item B is Bank resolutions this is limits of the city of Palos Heights so I thank the mayor of Palo sites then the alderman for passing the council and for Community High School District 218 and Mr stolman to um work the um situation uh legally and I think it's a very positive for all of us just for our new board member this is um Shepard high school was always in on Incorporated Cook County and this uh which very few people knew and uh now after this action paleo sites and we are going to have our resource officer now police officer 2 Wright Dr Baker 2 that were 2 candidates 2 candidates so that's and it's nice because they're there and then you know the police chief seems really positive about about doing this too so I went to 1 of the meetings so it's anybody else discussion okay we can take that to a vote Steve
